SENTECH has supported several U.S. Department of Energy (DOE) Energy Efficiency and Renewable Energy (EERE) programs in the development of multi-year program planning that incorporates program planning, technology portfolio assessment, resource allocation, stakeholder buy-in, consensus building, setting of metrics for success assessment, risk management, and actionable items for goal achievement.
For example, SENTECH was instrumental in identifying participants, developing meeting agendas, organizing and facilitating stakeholder meetings for the Distributed Energy Program. The first goal of the meetings was to get all participants acquainted with the concept of a Local Energy Network (LEN). Next, a strategic session was convened to describe the Program Performance and Accountability Framework (PPAF) and discuss the accountable and non-accountable implications for the program. Participants discussed and reached consensus on a set of performance goals and outputs, as well as a set of strategic goals for the future DE program. They then determined the best structure to reach these performance goals.
Participants also attended technical sessions to discuss the specific metrics, milestones, barriers, and timelines for each program element, and then determined specific metrics and how the program should update and report progress (analytical processes) toward performance goals. Each group subsequently reported out their findings to the entire group and held general discussions to clarify points and reach consensus. SENTECH personnel then worked with DOE and National Lab staff to prepare the Distributed Energy Multi-Year Program Plan that set the future direction and spending of the DE program. A part of this plan was the “Stage Gate” Technology Portfolio Evaluation process to help DOE decide the level and timing of their financial support for energy technologies; another part was a risk analysis to ensure optimized effects from DOE investments.
