SENTECH provides clear, sophisticated analysis of energy policy to foster a better
understanding of policies that can remove barriers to clean energy and help create a business case for increased clean energy investment. Over 2004 and 2005, SENTECH collected information for and developed the Federal and State Distributed Energy Policy Analysis Bi-Monthly Report to the Office of Electricity’s Distributed Energy (DE) Program. The Bi-Monthlies included topical issues such as the Regional Greenhouse Gas Initiative (RGGI), Renewable Portfolio Standards (RPS), interconnect, clean energy fleet pre-certification, and output based standards, and rate cases before Public Utility Commissions in 20 states. SENTECH also completed a comprehensive, title-by-title analytical comparison of the Energy Policy Acts of 1992 vs. 2005.
SENTECH also takes on more proactive, forward-thinking policy activities. On behalf of the DE Program, SENTECH staff also authored a policy white paper, Protecting Critical Energy Infrastructure and Helping Communities Recover from Disaster with Distributed Energy Assets. This white paper looked at grid-integrated, stand-alone, deployable, dispatchable, or islandable onsite energy systems that can be viewed in military or security terms as distributed energy assets (DEA). DEA promises a more secure, more reliable, and more robust electricity system for the nation than the current central grid system, whether there are emergencies or not, with strengths for emergency mitigation and response offering a significant element of their value.
